It would. Prices are signals. When the price is high it is a signal of that people want value gas more than other goods. Capping this would disrupt that signal and people would consume more than the@market can suffice.

Norway would not incur that cost if prices are capped. It simply means governments or other agencies pay the difference. Ultimately through money printing which will exacerbate inflation.
