Tarrant County GOP Resolution to Censure
Representative Giovanni Capriglione
Whereas Representative Giovanni Capriglione, who represents District 98 in the Texas House
of Representatives, has committed more than three erroneous acts worthy of censure in
pursuant to Rule 44 in the Republican Party of Texas (RPT) Rules; and
Whereas, the following acts taken by Representative Capriglione oppose the core principles of
the the Republican Party of Texas defined in the Preamble of the Party Platform as described in
Rule No. 43A and/or the Legislative Priorities adopted at the most recent State Convention:
1. On January 14, 2025 Representative Capriglione did not vote for the Republican Caucus
Nominee for Speaker of the House, and instead voted for Representative Dustin
Burrows, which divided the party and did not pledge to comply with the entirety of the
plank, disregarding the RPT Principle #5, personal accountability and responsibility.
2. On January 23, 2025 Representative Capriglione voted in favor of the House Rules
(HR4), which included all Committee Vice Chairs to be solely the minority party, giving
them sweeping new powers, and voting in favor of minority party Subcommittee Chairs,
circumventing the true intent of the Republican Party’s Legislative Priority #4, “No
Democrat Chairs”.
3. On January 23, 2025 Representative Capriglione seconded and voted in favor of the
previous question permanently halting debate on House Rules, HR 4. Article 1 Section
2 of the Texas Constitution states, “all political power is inherent in the people, and all
free governments are founded on their authority.” The motion for the previous question
deprived the people of proper representation by denying the Representatives the
opportunity to debate the 232 pages of new House rules that were released just hours
before the vote.
4. On March 6, 2025 Representative Capriglione filed and accepted, as Chair of the
Delivery of Government Efficiency (DOGE) Committee, HB10 and voted in favor of the
same bill on March 20, 2025. This bill “related to reforming the procedure by which
state agencies adopt rules and impose regulations and the interpretation of laws and
rules by state agencies” and creates another agency called the Texas Regulatory
Efficiency Office which goes against the RPT Principle #4 limiting government power to
those items enumerated in the US and Texas Constitutions and against RPT Plank #11
the rights of a sovereign people who support limited civil government jurisdiction.
5. Representative Capriglione voted in favor of the following resolutions and motions
granting the legislature permission to adjourn for more than three days, failing to comply
with the Republican Party of Texas principle #5, personal accountability and
responsibility:
January 15, 2025: SCR 7 adjourn January 15, 2025 and ending January 22,
2025 (7 days)
January 23, 2025: Representative Hunter moved the house adjourn until
Monday, January 27, 2025. The motion prevailed. (4 days)
February 4, 2025: SCR 11 adjourn February 5, 2025 to February 11, 2025 (5
days)
February 12, 2025: SCR 14 adjourn from February 13, 2025 to February 18,
2025 (5 days)
February 19, 2025: SCR 16 adjourn from February 20, 2025 to February 25,
2025 (5 days)
February 27, 2025: the chair announced that the house would stand at ease until
Friday, February 28, 2025. On February 28, 2025 the chair announced the
house would stand at ease until Monday, March 3, 2025. (5 days)
March 6, 2025: the chair announced that the house would stand at ease until
Friday, March 7. March 7, 2025 the chair announced that the house would
stand at ease until Monday, March 10. (4 days)
April 3, 2025: Representative Wu moved the house adjourn until Monday April 7,
2025. The motion prevailed. (4 days)
Whereas, this Resolution was delivered to Representative Capriglione no less than seven days
prior to the meeting where it was discussed and voted upon.
Therefore be it resolved that the Executive Committee of the Tarrant County Republican
Party, at a duly-noticed regular meeting, by a two-thirds (2/3) vote of those constituent
Executive Committee Precinct Chairs present and voting, and in no case by less than a majority
of constituent Precinct Chairs of the County Executive Committee (CEC) in full, recognizes the
aforementioned violations as egregious acts and censurable offenses;
Be it further resolved, that Tarrant County House District 98 Representative Giovanni
Capriglione has repeatedly violated the RPT Platform and Principles, fellow members of the
House of Representatives, and the rights of voters to proper representation;
Be it further resolved, the Executive Committee of the Tarrant County GOP hereby
CENSURES Texas Representative Capriglione according to Republican Party of Texas Rule
44(a) because of these three or more actions in opposition to the core principles of the
Republican Party of Texas as described in Rule 43A and Rule 34 (c), as adopted at the most
recent State Convention;
Be it further resolved, the Executive Committee of the Tarrant County GOP formally requests
the State Executive Committee of the Republican Party of Texas to censure Representative
Capriglione by imposing all applicable penalties set forth in Republican Party of Texas Rule 44,
including but not limited to refusing to accept any application from him for a place on the ballot
of a Republican Primary Election and directing the Chairman of the Tarrant County Republican
Party to do the same;
Be it further resolved, the Tarrant County Republican Party shall execute all penalties
imposed by the State Republican Executive Committee of the RPT;
Be it further resolved, that the Chair of the Tarrant County Republican Party is hereby directed
to send copies, via certified mail, of this Resolution upon its successful passage to the
Republican Party of Texas Chair, Vice Chair, General Counsel, and Resolution chair. The Chair
shall also send copies of this Resolution, via certified mail, to Representative Capriglione and
the Speaker of the Texas House of Representatives.
