Since 2014, Russia has forcibly transferred and deported Ukrainian children to areas under its control. These deportations are considered war crimes by the International Criminal Court and a 41-member International Coalition is coordinating global support for Ukraine in its fight to recover these unlawfully deported minors. A new paper by @iiea Researcher, Dylan Marshall, examines this proposed new structure from a political and a policy perspective. It explores the top echelon of Executive Vice-Presidents and the relative importance of the clusters of Commissioners who report to them.
