Small precision: this is a shared VPS, not a dedicated server (so CPU & RAM are shared/oversold) The reason this offer is cheaper is that is uses an Ampere CPU, which is based on ARM (some softwares might be incompatible) and is very energy efficient It's still an awesome deal!

That's how overselling works, every VPS provider packs more instances than what's available on the hypervisor. In theory, all customers on a given hypervisor aren't maxing out resources all the time If you have noisy neighbours (customers on the same hypervisor as you that are using a lot of resources), you might not get all the RAM/CPU that you payed for
