That's how overselling works, every VPS provider packs more instances than what's available on the hypervisor. In theory, all customers on a given hypervisor aren't maxing out resources all the time
If you have noisy neighbours (customers on the same hypervisor as you that are using a lot of resources), you might not get all the RAM/CPU that you payed for
