Police Brutality in Haldwani, Uttarakhand Please amplify and share this post and video. My family didn't want me to post this because they fear for their safety, but this needs to be brought to light because it happened last night. In the video shot by my brother, you can see Mahesh Singh Martolia, who was supposedly drunk, telling my brother that it is his responsibility if the stray dogs bite someone, even though my brother repeatedly explains that he just feeds them and cannot be responsible for the behavior of stray dogs that live outside. Martolia's reasoning is absurd. After that, you can see how Martolia threatens my brother, demanding that he come to the police station and asking for his mobile number. You can also hear Martolia instructing another person to hit the dog, who was also in a drunk state, and my brother telling him not to hit the dog. When my brother stopped the person, Martolia came and hit my brother so hard. You can see how badly he hit my brother, and you can even hear my brother asking, "Why are you hitting me so hard? What did I do?" The policeman then forced my brother into his car, during which he hit him at least five more times on the way to the police station, as told by my brother. The policeman confiscated my brother’s phone without giving any reason, even after my brother asked to call home to inform our parents. He didn't allow my brother to make the call and threatened to put him in jail. A neighbor informed my parents that they saw the police taking my brother into the car. My parents went to the police station, where they were told that my brother would not be released unless my father signed a document stating that if anything happened involving the stray dogs, they would prosecute him. This was simply because my brother feeds the dogs. They only released him after he deleted the video [the one that I have posted], but thankfully, my brother managed to recover it. I demand strict action against Mahesh Singh Martolia, who brutally hit my brother, causing him severe pain and trauma. My brother feared he could lose his hearing due to the assault, and he is still in pain on his side and ear. How can such brutality occur in a civilized society? This drunken Martolia had no right to hit my brother multiple times. I want the real face of this brutality to come forward, and I hope it reaches the media. I seek justice for my brother and protection for my family. I live in Ireland and am deeply concerned for their safety. The Indian passport is a document of privilege through which the Indian state has defined the ideal upper-class or caste citizen eligible to travel abroad, particularly to the sanctified realm of the West, without embarrassing the nation. It was this rationale that underlined a remarkable twenty-year period from 1947 to 1967, when the Indian state granted passports as per its discretion to only a select category of people deemed 'suitable'. This was standard practice until 1967, when an Indian Supreme Court bench ruled in a 3:2 majority judgement that the right to hold a passport and travel abroad was a fundamental right of every Indian. The two dissenting judges had meanwhile argued that a passport could not be demanded in the same way a railway ticket could, given that the ‘Government places in the hands of a person a document that pledges the honour of the country...’ and therefore was entitled to  scrutinise and prevent the movement of ‘undesirable emissaries’. The judges noted that unlike the USA, where ‘travel is a means of spending one’s wealth’, the right to travel abroad was a luxury and not a right meant for poor Indians, who apparently had to stay content with a railway ticket.
