The past two years have been the most fulfilling in my life. Under the leadership of CM @mkstalin, I presented one revised budget (’21 - ’22) during the pandemic, and two annual budgets (’22 – ’23, ’23 – ’24) post-pandemic. Despite inheriting record deficits and debt ratios, we have invested in a record number of social welfare schemes as well as record capital spending, all while delivering record-setting fiscal improvements. This is the epitome of my public service, and indeed of my life. While fiscal consolidation and social spending are necessary steps for an equitable society, the drivers of development and growth are investment, enterprise expansion and job-creation. I am grateful that CM @mkstalin has now assigned me the portfolio of Information Technology – globally the #1 industry for investment and job-creation today. We know that technology shapes the future. Though Tamil Nadu was a pioneer in this field in Thalaivar Kalaignar’s time, we have unfortunately lagged our true potential in this sector in the last decade or so. I plan to build on the great efforts of my predecessor @manothangaraj to attract more investments, accelerate job-creation, and deliver growth at a pace that will re-establish Tamil Nadu as a leading state in IT. I hope my own experience in establishing and managing a pioneering Global Capability Centre 15 years ago, and the connectivity with the IT & ITES Industry gained during my professional career, will enrich my efforts in this new role. I wish the incoming Finance Minister @TThenarasu great success and many more achievements as he assumes responsibility today. I am sure he will accelerate the progress already made and deliver new records in his tenure. Tamil Nadu had 5.54% Real NSDP Growth Per Capita CAGR, compared to 4.43% Real GDP Growth Per Capita CAGR for India (RBI's statistics). This is Compound Annual Growth Rate (CAGR) for the 10 year period ending March 31, 2023 as the 2024 Fiscal Year still has one month left. As a consequence, we went UP from at least 1.3 times to at least 1.44 times the Indian average per capita GDP (2011-2012 Rupee Base). (Note the state data is NET, while the National is GROSS). Why would anyone WANT to slow TN's growth by more than 1% every year, to come down to the Indian average? In reality, the gap will likely widen further under the leadership of Hon CM @mkstalin, rather than come down to the Indian average. The rest of the reported statement, if accurate, has worse deviations from the facts, and indeed the truth (e.g. AIIMS Madurai's construction is yet to start; the TN Governor does not even sign Legislation from the Assembly - an illogical way of working for the development of TN) The great luxury of advanced levels of education, and widespread rational thinking - both clear outcomes of the Dravidian Ideology in Government for decades - is that the vast majority of Tamil people recognize reality, and experience progress, in their daily lives. So they cannot be duped into believing gross falsehoods Ultimately, the people get the Government they elect, and then experience the differing outcomes they chose at the booth..

Over the weekend I had the unexpected joy of an engrossing (as always) discussion with Dr Raghuram Rajan who very kindly called on me in Chennai. We have much in common, starting with our last names and extending to views on development and growth – though our career paths have been very different indeed. I first met him over 20 years ago at the Sloan School of Management at MIT, when I was a student, and he was visiting his alma mater on leave from his Professorial role at the University of Chicago. I’ve followed his work with great admiration: through his roles at the IMF, as Chief Economic Adviser to Prime Minister Dr Manmohan Singh, and then as Governor of the RBI. His thought-provoking books -- Saving Capitalism from the Capitalists (2004), co-authored with fellow Chicago Booth professor Luigi Zingales; I Do What I Do (2017), a compilation of his op-eds and talks delivered during his stint as the Governor of the Reserve Bank of India; and The Third Pillar: How the State and Markets are leaving Communities Behind (2019) -- resonate with my understanding of the world and the major issues at stake, developed through my own varied career in Banking and the Global Financial Markets. It was therefore a great privilege for me to work directly with him for two years, when he immediately accepted my invitation to join the Tamil Nadu Chief Minister’s Council of Economic Advisors back in 2021. Beyond his great erudition and wisdom, I found him to be a true patriot and a deeply compassionate individual – he was the strongest advocate for what was to become our post-pandemic remedial education program “Illam Thedi Kalvi”, and our support programs for MSMEs. Though we will not be working together after my Ministerial portfolio change, he remains an inspiration to me, and now a dear friend as well. During our recent discussion he touched upon the book he is currently writing. I think it will provide unique clarity about India’s best path for growth, and I can’t wait for it to be published. Our chat also inspired me to work on a book of my own, on the lessons learnt during my two years as Finance Minister and a member of the GST Council, as well as some of its Group(s) of Ministers (sub-committees). And I look forward very much to his next visit when he has promised to bring his tennis racket along so we can enjoy another shared interest!

The miraculous Snowy Rajan (born 24/7/04, North Carolina) came to us on September 24th, 2004 (Pic 1). He left us on Sunday, 6 days short of 17 yrs old. I performed his last rites. He lived a full life, and filled our lives with love and joy every day. We will always miss him.

With the newly discovered joy of debating actual numbers with the BJP, instead of the usual ad-hominem attacks and epithets, I'd like to point out that: 1) The period from 2013-2014 as base year, to 2022-2023 is ONLY 9 years, not 10 2) 3 of the 4 figures cited by Thiru @annamalai_k are found in the RBI's web-pages, as highlighted below - TN NSDP Per Capita at 1,16,960 in 2013-2014; TN NSDP Per Capita at 2,75,583 in 2022-2023; and India GDP Per Capita at 1,96,983 in 2022-2023 3) However, the RBI figure for Indian GDP Per Capita at Current Prices in 2013-2014 is 89,796 and NOT the 74,920 cited by Thiru @annamalai_k below...curious, so curious, how the wrong number was used🤔 4) With the TRUE four figures found on the RBI's pages, Per Capita GDP CAGR over 9 years are... Tamil Nadu: 9.99% Indian Average: 9.12% 5) If the Constant-price TN CAGR advantage of slightly over 1% is reduced to a CAGR advantage of only about 0.87% in Current-price terms, it ALSO means that Inflation has been marginally better contained in Tamil Nadu than in India overall, over these 9 years 6) And in Current-price terms in these 9 years, Tamil Nadu went UP from being 1.3 times the Indian Average to 1.4 times the Indian Average (as opposed to up from 1.3 to 1.44 in Constant-price, or inflation-adjusted, terms) 7) Please note we are STILL comparing NET Domestic Product for TN, and GROSS Domestic Product for India as a whole - the advantage of TN compared to India will be higher when comparing Gross to Gross. Since the Union Govt, for inexplicable reasons, has not done a Survey since 2011, we do not have the accurate Population date to calculate Per Capita GSDP of Tamil Nadu, and the RBI does NOT publish Per Capita GSDP, but only NSDP 8) But for a rough comparison TN GSDP at current prices rose by 10.43% CAGR in these 9 years.....while India's only rose by 10.34% CAGR during the same period...and REMEMBER, the Population of India is probably growing at least 1% faster than the population of TN (which might actually be shrinking by now, with a TFR of ~1.6), hence TN's advantage in Per Capita terms will be even higher than the marginal difference for the population as a whole... 9) Without adjusting for becoming a smaller part of India's population over these 9 years, Tamil Nadu has marginally gone up to 8.68% of India's GDP at Current-prices in 2022-2023 from being 8.62% in 2013-2014 Doesn't seem like we have fallen behind, despite so many barriers to our progress...
