NSE: The construction manual is made for technical purposes and not necessarily public hearings. A lot of the problem stem from inadequate funding and fiscal changes by the Government. Some projects are not funded. Selective tendering process is another big issue.

Ministry of Works: As for cost, yhe major ingredient in rigid pavement is cement, and we have limestone and cement factories all over the country, meanwhile we import bitumen. Rigid pavement is about N70,000 per sqm while Flexible/Asphalt road is about 72k psqm.

Nigerian Society of Engineers: The honorable minister has stated that he was misquoted and that the type of road constructed will depend on so many factors like soil type, project funding, geography and so many other factors.

Min of Works: We ended Dec 2021 with Diesel at N350 and Bitumen at 350k a tonne. By end of 2022 Diesel had gone up to N 1000 a liter and Bitumen had gone up to 750k a tonne, Cement did not have this type of corresponding increase because of local sourcing.

Engr Kuti: When we started Lagos-Ibadan in 2013, bitumen was 140k per tonne, diesel was 140 Naira per liter. Today Bitumen has increased over 700% to over a million naira per tonne. Cement and Diesel has also increased astronomically.

Min of Works: If concrete road is encountered, it will create more employment, we aren’t asking for all roads to be converted to concrete. We are constructing the Dangote refinery road on rigid pavement while LASG is using flexible pavement for Lekki-Epe.
