Both FG and Dangote understands that Dangote cannot sell PMS at market price. Market price for PMS today is atleast N1350. Dangote understands he has to take some form of subsidy from the government. But here lies the issue:- Dangote wanted a cost under recovery method. Simply put you sell additional crude oil to him as payment for subsidy. The government dint want that. There is also NNPC who are more than happy to absorb the subsidy either as cost of operation or by whatever means. NNPC’s ability to subsidize will put Dangote at a huge disadvantage because he won’t be able to compete. Solution :- Now the government has agreed that the local supply of crude oil will only be between NNPC and Dangote, freeing the bottle necks with IOCs. The government has also agreed to peg the crude oil price and payment to be done in Naira which invariably means government is subsidizing dollar to Dangote. It’s a win/win situation for everyone.

I began to appreciate the complexity and stopped viewing Nigeria through a binary or linear prism. Nothing is ever black or white in politics, moreso in Nigeria. I began to read between the lines knowing that the devil is always in the details. I became more aware of the blind spots. It made me understand the concept of social engineering which is now a global scourge. Hatred is one veritable tool used for social engineering. Quite potent I must say. It perpetually keeps you close minded, blindsided and gullible. One can be socially engineered to hate oneself. It made me understand the link between Social Darwinism and Political system. It made me understand that sometimes, the messenger is equally as important as the message and I dare say, even more important than the message. To place the message above the messenger is to be gullible. It made me understand that motives are more important than actions. The above knowledge made it easy for me to spot the shenanigans of the general elections in 2023. In conclusion, I have also learnt to be open minded and entertain divergent perspectives and opinions no matter how downrightly ludicrous I find them. I equally from time to time, re assess what is perceived as “the truth”, to prevent me from being under the yoke of social engineers and become a prisoner in their echo chamber.

Matrix / Malta :- I will make this as concise as possible but it’s a whole lot. Since year 2000, Nigeria’s subsidy was already taking a toll on the economy and a strain on NNPC’s balance sheet and increasing their debt liability. In 2005, NNPC decided to mortgage the oil production(20,000 barrels per day ) from OML 119 as debt repayment to offset the debt. OML 119 is an offshore asset and contains 2 fields-Okono and Okpoho Fields. OML 119 was also chosen because it is 1 of 8 OMLs where NNPC have 100% equity. Since 2005 till date, sales from OML 119 have not been remitted to federation account, instead it has been used to offset all manners of debt including subsidy payments by NNPC. In 2012, the debt from NNPC had build up to $8.5 billion. $5 billion which was the dividends from NLNG was used as part payment, while the remaining $3.5 billion was tied to 20,000 daily production from OML 119 for 12 years under an SPV named PXF1( 5 years) and PXF2(7 years). In 2020, at this height of COVID 19, Nigeria had shortfall of revenue, NNPC had to make a pre payment plan of $1.5 billion with Matrix and Vitol. Repayment was going to be from daily production of 30,000 barrels of crude oil from another OML in which NNPC has 100 % equity, and it will run for 5 years under an SPV called Project Eagle The daily 30,000 barrels of crude oil given to Matrix and Vitol for their “loan” of $1.5 billion during Covid 19, is what is taken to Malta , refined/blended ( to be cheaper ) and sold to Nigerians. By the end of 2024, the 12 year deal to repay $ 3.5 billion will end. By the end of 2025, the 5 year deal to repay Matrix and Vitol their $1.5 billion will also end. It is well. That is all I have to say.

I have been his fiercest critic but today I have nothing but appreciation for him. In his tenure he passed the PIA and got two refineries working. Embarked on building the AKK pipeline , OB3 pipeline( most important pipeline ) and NLNG train 7. In his tenure, NNPC bailed the federation out in 2020 during Covid and also acted as a lifeline when the present administration sorely needed forex to meet its debt obligation. His administration bore the burden of subsidy and impact of insecurity. I wish him well in his new endeavors. However, I believe NNPC needs new direction, vigor and ideas. The Federal Executive Council (FEC) has approved the construction of modern bus terminals in each of Nigeria’s six geopolitical zones at a total cost of ₦142 billion. The terminals will be located in Abeokuta (South-West), Gombe (North-East), Kano (North-West), Lokoja (North-Central), Onitsha (South-East), and Ewu in Edo State (South-South). The project will be the first direct Federal Government intervention in road transport infrastructure beyond road construction. The choice of locations was based on economic viability.

FG is set to launch the Proof of Address system, which will be implemented across all 774 Local Governments. It is designed to provide every resident with a verifiable and secured address. It’s an initiative to be carried out by the LGA, NIPOST and NIMC. The policy seeks to harmonize the address database and post-code system to form a comprehensive national addressing system and deploy the latest technology particularly geo-locating to locate the physical addresses of Nigerians captured in the project.  After the exercise, each resident will be given the proof of address certificate. Months ago, Mr Akinwunmi Adesina (President of ADB) met with PBAT in France where he mentioned something I find profound. He said he discussed with PBAT how AfDB is trying to make Ethiopia self sufficient in the production of wheat and PBAT bought into the idea and wants him to replicate same in Nigeria. What did AfDB do in Ethiopia ? One of African Development Bank scheme is called Technologies for African Agricultural Transformation (TAAT). It is aimed at combating starvation in Ethiopia and make it self reliant by developing and offering new and better wheat seeds for cultivation. The new seeds are best suited to Ethiopia’s hot and dry climate which has been a major problem for high productivity. AfDB also offered a better and improved irrigation system. The end result is that Ethiopia’s production has grown from 4.5 million ton in 2019 to current production of over 7 million tons to become 18th in the world and second in Africa Making it self-sufficient within 5 years. Nigeria on the other hand imported $3.32B worth of Wheat in 2021 becoming the 2nd largest importer of Wheat in the world 🤦🏾‍♂️. Most of our wheats are imported from Ukraine&Russia, and the war in both countries has made it even more expensive. With a better climate than Ethiopia there is no reason we can’t achieve atleast 7 million ton of wheat yearly and self sufficiency. Sequel to the meeting between Mr Akinwunmi Adesina (President of ADB) and PBAT, the Vice President Kashim Shettima on Sunday, September 10, announced that Nigeria has secured a $163 million support from the African Development Bank (AfDB) to boost the production of wheat in the country. The scheme would be well executed in Jigawa State with a cultivation of 50,000 hectares of land to boost wheat production. It is unconscionable that we spend $ billions importing wheat yearly. I am glad we are heading in the right direction.

Let me make it brief. Dangote said his refinery got no incentive from FG? That is simply not true. CBN gave him N100 billion and he got forex at a subsidized rate below market value. Is any one sabotaging Dangote refinery ? -NOPE( it’s funny that people think a government agency can sabotage Dangote 🤦🏽‍♂️😂) Dangote has gone fully political. He has gotten the sympathy of the public. I hope it works well for him. What is the problem ?. Two issues - Pricing and local Market share with NNPC. The conditions for PMS pricing set my FG isn’t favorable to Dangote. FG is trying to use importation by NNPC( since they cover the subsidy cost ) as a bargaining power. NNPC is also want to have a market share in the local supply of PMS. They’d rather keep their crude oil share for the local refinery than sell to Dangote. Dangote also wants other fiscal incentives ( e.g Tax break) that the government may not be willing to concede to. Ultimately, this is a fight between Dangote and FG at one end and Dangote and NNPC at the other end. For the very first time, Dangote isn’t getting his way and dictating the terms. This is frustrating and understandable. Again, nobody is sabotaging his refinery, he just isn’t too keen on the terms set by FG and the competition from NNPC. FG , Dangote and NNPC will all have to sit down and concede to one another. No cause for alarm 🤣🤣

In early 2000s , Greece was on the verge of collapse and was to be kicked out of Eurozone membership. The then prime minister of Greece had to go beg IMF for a bail out but the bail out was tied to very severe austerity measures including the laying off of 15,000 civil servants and the introduction of property tax. Antonio Samara successfully reduced Greece debt ( via debt restructuring) by €127 billion, achieved a budget surplus in 2013 and also economic growth after 6 years of recession. Guess what?. He still lost the election in 2015 to Alexis Tsipras who won on the message of populism and that he will stop the reforms. When Tsipras got in, he quickly found out that governing and campaigning are two different ball games. Tsipras had aimed to renegotiate the bailout terms, seeking debt relief and less stringent austerity, halt some privatizations and promised to restore public sector jobs and wages but meet severe roadblock. To further delay on his campaign promises, Tsipras called a referendum on a new bailout proposal, with 61% of Greeks voting “No” to further austerity. However, facing a potential eurozone exit (“Grexit”), Tsipras accepted a new €86 billion bailout agreement in August 2015, which required continuing and even intensifying austerity measures, contradicting his campaign promises. Same populist, Alexis Tsipras, went for a third bailout that mandated reforms stricter than Samaras’s administration including; Further tax increases (VAT hikes, income tax reforms), Pension cuts and social security reforms, Privatization of state assets (ports, airports),Public sector streamlining and fiscal discipline to maintain primary surpluses. Today, Greece is way better off, thanks to the leadership of Antonio Samara. This administration isn’t prefect but has shown tremendous leadership and courage. Beyond the fact that most populist lie and lack courage, any party or persons touting reversal of these policies do not wish this country well and must be resisted

On the ongoing fiscal reform:- Oil revenue made up 30% of total revenue in Q12024, compared to 11% in Q1 of 2023. Non-oil revenue in 2024 has been surpassed by 30% in H1 2024. Revenue for H1, 2023 was N3.4 trillion, Revenue for H1, 2024 is N9.1 trillion. Despite an expanded budget in 2024. From N22 trillion in 2023 to N35 trillion in 2024, Budget deficit as we speak is down to 4.6%. 2023 budget deficit was 6.1%, Government is on track to reduce deficit to 4% by the end of this year. FIRS is on track to make N25 trillion this year, last year they made N12 trillion. Government expected revenue this year is N28 trillion. We haven’t pursue aggressive widening of tax net, we haven’t increased tax rate, we haven’t added new taxes. We have Infact suspended VAT a lot of commodities, removed Witholding taxes for MSMEs, suspended excise duties for telcos, suspended cyber levy tax, suspended stamp duty fee on some transactions. We also haven’t implemented our new national tax policy What PBAT has done in one year is considered an economic miracle. No president in history of the world, that I know of, has been able to bring budget deficit down by 2% ( from 6.1% to 4.%) and Debt repayment : Revenue ratio from 98% to 68% in his first year in the midst of stagflation ( inflation and unemployment). Revenue again is EVERYTHING Trust the process !!!!

I think FG has approved the digitization of our healthcare system and record and awarded the contract to McKinsey.
