One way to immediately cut costs is to end minimum quantities for DoD purchases.
When I was NCOIC of the tool room in the Harrier squadron I was in, we inherited a massively out of compliance tool control program.
When we started to buy the tools to replace the stuff that was either missing or out of compliance, we would often have to buy a minimum quantity of say, 10 sets of wrenches, to get the 2 we actually needed. This was Snap On stuff a lot of the time too, so they were totally outrageously priced.
To make matters worse, so that we didn't have to account for all of those extra sets that would sit in a store room for years before they were ever needed, we would typically send giant boxes full of brand new tools to DRMO to be auctioned off, for pennies on the dollar.
That shit needs to end ASAP.
