It gives each province/state a decent amount of access to large bodies of water for shipping. And also gives more incentive for each to develop northward with the money from resources generated in the south.
The Queen Elizabeth Islands can be gifted to Greenland once they join the USA as well, so we can begin more trade between us in our northern parts...

I think we should go back to the mentor-apprentice model instead of formalized schooling for the trades.
It would still be good for them to pass a test but let them get some real experience in the field first to see if it's what they want to study and get a real feel for it.
