She can have 10926 gold at the exact same game timer factoring in no shared turrets/fb turret/kills or assists. I just sat in practice tool for 30minutes and last hit minutes and mimic'd the exact turrets taken from your original screenshot, consuming no proximity except one and getting only 1 plate.
Gangplank has 12150 gold in the clip from his items/kill+assist/turrets/baron (1/11/3), I assumed the assists to average about 100gold each so weighed them at 300gold total for 600 gold for k+a. His items total 11250gold.
Orianna 3.5 items requires 10900 gold for Cryptbloom, Ionian boots, Liandry and Seraphs and 1 NLR, this can be 300 gold cheaper if she goes for magical footwear.
This means that even without any kill/assists and absolute WORST case scenario, Orianna absolutely can have these items at this game timer, in fact she can even have more gold given again this is a doomsday scenario which attempts to starve her for the most gold possible almost.
