I think a solution could be replacing it with a different ability and then when she uses Valk she gets one charge of Rez (with a cast time) on her Q. Like how Echo can use Q again during Duplicate.

1) They are only implementing a bit of content at a time in each beta. IE subsequent betas will introduce more of the new heroes, maps, reworks, even the new PvP mode
