本日超級令人開心的事，X（原 Twitter）的社群備註（Community Note）即日起開放台灣人、香港人與韓國人使用！
目前官方推文共有近 750 萬次查看，可見這件事有多重要。X 能夠在台灣總統大選前一個月開放，實在美事一樁，有望藉由群眾協力的方式，稍稍降低捏造訊息散播帶來的影響。
從今天開始，當你在 X 上看到有人在胡說八道，可以打開「社群備註」指出他在亂講話，如果其他人認同你，可以幫你的備註按讚，讓你的「打（查）臉（核）」直接呈現在胡說八道的推文底下。
由於使「備註」浮現的演算法是開源的，放在網路上供大家檢視與測試，約莫今年八月，以太坊共同創辦人 Vitalik 寫了篇《我怎麼看社群備註》（What do I think about Community Notes?），分析該演算法，並評論說「社群筆記」是最接近 web3 精神的 web2 服務。
同一時間，剛好 Vitalik 在台灣，於是 web3 for all 辦了一場讀書會，邀請他分享這篇文章。既然有朋自遠方來，就要努力一下，所以讀書會成員費了蠻大的功夫對「社群備註」做了非常詳盡的共筆研究，包含多篇學術論文與真實數據。
既然都做研究了，於是維人、寶成、HC 與我搞了個接力賽，寫了三篇文章，投書在在 READr 上，再包含明恩與 Adler 的文章共五篇。而《激進市場》作者 Glen Weyl 剛好拉了一個有關「資訊溯源」的學術信件群組，剛好「社群備註」的發明人 Jay Baxter 也在裡面，於是因緣際會與他們在午夜開了一個線上會議。當然三篇文章已經翻好成英文準備好，並補充說，如果台灣這段時間也可以用「社群備註」，會是一個很棒的「機會之窗」。
就這樣過了三個月，昨天開始，台灣使用者終於也可以使用「社群備註」了。「web3 for all 讀書會」出任務成功，這大概是一個很棒的湧現過程。個人猜測背後一定還有許多人同樣努力著。這件事告訴我們，經手重要的事值得好好堅持，好事終究會發生。
web2 的世界仍然被大平台給宰制，但裡裡外外仍有許多好人可以共同努力。數週前才在跟自由之家（Freedom House）的科技研究員討論為何 X 只開放「社群備註」給特定國家使用，一起小懟了一下，現在容我收回抱怨。

Why should I be an Art Blocks community Curation Board member?
mashbean is a medical doctor turned web3 architect, currently working at the Ministry of Digital Affairs in Taiwan. As a government employee, he is researching the development of cultural technology, cyberart, and digital democracy. He is both a researcher and practitioner of DAO in the public and third sectors. Notably, he curated "Project %" for @FAB_DAO and participated in the 2022 Ars Electronica Festival. In addition, mashbean has served as a judge in the cultural department of the central government of Taiwan, jointly reviewing projects related to future art.
I am a critic focused on web3 art & ecosystem, writing columns for @ARTouch_com , the most well-known art critique media in Taiwan, called "Doublemint," with web3 art and the future art ecosystem as the main themes. I have written about the story of "Elixir", an early net art group in Taiwan, and the history of internet development, as well as the development history of web3 art in different regions of East Asia. I have helped Taiwan’s art museums carry out decentralized autonomous experiments, "Kng DAO" (2022), and also assisted the Taipei Art Village in planning and implementing "Artist in residency on-chain" (2022). My articles are scattered in several art media, such as the Artouch, Nomansland, and Arthon.

東京大學學術研討會發表初體驗
—— 台灣在 DAO 的 2023 年，方針與實驗。
前幾天參加 DAO UTokyo 研討會，在以銀杏為名的校園中度過兩天。銀杏沒看到，倒是遇到難得的東大赤門（御守殿門）雪景。
DAO UTokyo 是亞洲第一場由學術單位舉辦，以分散式自治組織（DAO）為主題的研討會，由東京大學、史丹福大學與加拿大分散式研究中心（Decentralised Research Center, @TheDRC_ ）共同主辦。
參與研討會總是很快樂，除了可以實體見到許多文章的作者本人，也可以與在這個道路前行的各國友人敘舊。而以 DAO 為主題的研究群，在這個世界上目前還是非常小眾的，因此每次聚會，大致上看到的都是同一群人。
這次參與研討會最大的心得，不再是為了理解世界的潮流，反倒是比較清楚我們位於世界的哪一個位置。相較於 AI 之類的光速發展，DAO 的演進在過去一年並沒有太多進展。目前相關研究尚在法規層面、公民自治層面與新技術層面進行細緻的調整，這大致上與台灣去年做的研究結果差不多。
這次在研討會中大放異彩的台灣分享者是 @frankhu9 ，他將去年由數位發展部 @TAIWANmoda 委託開拓文化基金會（& @da0_g0v_tw ）完成的心得分享給各國學者，獲得不少好評。我僅有在最開頭的 panel 補充一些脈絡而已。
2023 年總共做了兩件事，分別為研究與驗證。
研究結果收錄在《DAO 治理框架分析規劃書》，個人覺得是繁體中文世界一本不可多得的好書。除了定義分散式自治組織（DAO）究竟為何之外，也分析了各國 DAO 法規相關趨勢，尤其是由 「自動化法律應用聯盟(Coalition of Automated Legal Applications, COALA)」所提出《分散式自治組織示範法》（The DAO Model Law），COALA 參與在不同國際網路組織中，如網路治理論壇（IGF）與全球資訊網協會（W3C），而 DAO Model Law 也成為世界各國與美國各州頒布 DAO 相關法規的依據。對我個人而言，DAO Model Law 成為了組織間具有「可互通性」的協議基石。
而《規劃書》最特別的地方在於與台灣相關法規相關的結合，如盤點 DAO 之於社團法人、財團法人，或甚至「非法人團體」型態運作的可能性，該規劃書結論認為 DAO 有機會先以非法人團體方式落地於台灣的司法管轄區。而此最後此結果成為了「技術驗證」的目標。
台灣有一個很特別的卡片名為「組織及團體憑證IC卡」（XCA），相對於自然人憑證頒發可自然人，XCA 是給團體的。有趣的是，XCA 涵蓋了法人之外相對模糊的非法人團體，如祭祀公會、棒球隊等等。因此於 2023 年，在 DAO 領域的技術驗證，便為將 DAO 與 XCA 綁在一起， 專案名稱為「RXCA」（Resilence XCA）
RXCA 的技術驗證部分，使用了既有的政府金鑰基礎建設（GPKI）與兩項以太坊（Ethereum）共通標準，分別為 ERC-4824 與 ERC-5484。ERC4824 由 DAOStar 發布，為《DAOs 共同介面標準》（Common Interfaces for DAOs），用於制定可互通的 DAO 後設資料，目前 ERC4824 又衍伸出 DAOIP-1 至 DAOIP-4，非常有意思；而 ERC-5484 為《共識靈魂綁定代幣》（Consensual Soulbound Tokens），該協定將 SBT 設定成在具有約定共識的前提下可因某些理由而「撤銷」代幣，在 RXCA 的案例裡，便為 DAO 憑證的生命週期管理。而此技術驗證已在 2023 年完成，並證實技術層次可行。
這意味著若未來在法規或命令層次完善，相關主管機關歸屬部署完成，分散式自治組織（DAO）將可在台灣落地，並具有與其他團體，甚至是政府互動的介面。不過不知道走到這一步，需要多少年就是了。
以上藉由參與 DAO UTokyo 的機會，Frank 分享了去年 DAO 於台灣區域的研究與驗證內容，獲得蠻大的迴響，並有了不少跨國合作的機會。
個人認為在漫長的人類文明中，DAO 這樣的跨國、零工、流動民主與分散式資源管理的組織概念，將會慢慢成熟，而一個主權國家如何擁抱這樣的新概念，將會慢慢影響該國在數位社會的角色，甚至影響未來的數位經濟局勢。
我對於能在如此黎明時期便能參與 DAO 相關規劃，感到十分珍惜與滿足。
以上提及的研究成果皆已公開。

今天找曾可維博士（對，終於變博士了）來分享 @iota 參與歐盟區塊鏈基礎架構（ @EU_EBSI ）的故事。
我一直在收集「無許可」的公共區塊鏈與各國政府合作的案例，案例其實不多。一方面政府慣性信賴的方式是築牆，框出一個可以管制的Safety Zone，在裡面長安久治。因此「須許可」的聯盟鏈反而才是多數政府的起手式。
但是舉凡有跨境需求的加密資料遞移，不大可能是鎖國的聯盟鏈（除非是超級金融強權），更不用說台灣的特殊國際地位，因此公共區塊鏈意外地成為一種潛在突圍建立關係的技術方法。
另外一直在盯緊歐盟區塊鏈基礎架構很久了，總覺得在未來會與歐盟資料公益聯盟（EU Data Altruism Alliance）、歐盟身份識別授權與信任框架（eIDAS）、歐盟錢包身份服務（EUDI）等等走向大整合的世界。
沒想到經過漫長的淘選，EBSI 決選的三家潛在協力者，就有一間近在眼前，是登記在柏林的IOTA基金會（IOTA Stiftung）。眼見曾可維最近成為 IOTA 亞洲生態負責人，當然是抓來聽講，能夠以中文收聽歐洲的最新趨勢實在是太好了。

The workshop was very engaging - my 45 minute presentation resulted in a full hour of Q&A! Clearly the Taiwan community still remembers IOTA fondly (I was surprised to see the expert responsible for TangleID, the Taipei Citizen Card in attendance, shown in the photo).
With Taiwan's government now learning about DID from European counterparts, I believe there will be many opportunities for IOTA-Taiwan collaboration and I will work hard to facilitate partnerships.
