The UAP Disclosure Fund launches its policy brief series with a thoughtful contribution from Luis D. Elizondo (@LueElizondo), a Member of UAPDF’s Board of Directors and a former senior counterintelligence officer who led the Department of Defense’s investigation into unidentified anomalous phenomena (UAP). In the policy brief, Mr. Elizondo surveys the paradigm-shifting scientific, national security, and foreign policy implications of all-domain emerging technologies (EADT), which include UAP and advanced unmanned aerial systems (UAS, or drones). The policy brief recommends that decisionmakers adopt a whole-of-government solution to meet head-on the challenges—and opportunities—presented by these technologies. One approach would be to establish a “czar” to coordinate the government’s EADT response, formulate policy, and advocate for responsible transparency of the UAP matter. “UAP eclipse the advent of yesteryear’s printing press and splitting of the atom, today’s transformations in semiconductors, and tomorrow’s breakthroughs in quantum computing and artificial intelligence—all at once.” Mr. Elizondo writes. “But while the U.S. stigmatizes even discussing UAP, America’s enemies are racing to unlock their technology and gain a decisive edge.
