I use SES + Sendy on EC2 (one time license charge) for managing emails. You can organize with multiple orgs + multiple lists per org + good API to manage creating campaigns, signing up, unsubscribing etc.
When applying to increase limits with AWS for SES you’ll just have to specify how you will handle bounces, what it will be used for etc. I have never had any issues with deliverability. Send 10,000s per months
