This sadly does fall within Roblox's TOS regarding Dynamic heads. Dynamic heads require bones. Roblox deemed this a misuse of its UGC system.
To upload them safely, I suggest a face accessory. Just make sure to upload a few colors!

They aren't irl friends, they only know one another online. I believe the full story is the dog owner is unable to support the dog, but red flags raise when that persons inventory in tf2 is also valued at $100k. It's more of a question of morality to include the dog in the sale.

While he does create an environment to inhibit this kind of behavior. It likely doesn't go against TOS, and Roblox would need to update it to account for this.

I'm really getting tired of "Faceless" UGC creators stealing people's stuff and re-uploading it.
Additionally, Roblox's moderation does nothing in terms of takedowns, even when the entire asset is stolen and re-uploaded exactly as is.
No wonder so many UGC creators quit.

I'm torn on this change. The old system would have games rated 17+/restricted, but the creators could lock the experience to be 18+ only. I think that system worked best.
Games being 18+ and hidden almost make them feel "forbidden," gonna sadly hurt a lot of adult space devs :/

I think people easily overlook the fact that they were unbanned.
They probably got banned for the game; however, they fought back. Likely claiming that his game technically "doesn't" break tos and that he shouldn't be moderated for the actions of others in the game.

While eyelashes are sometimes categorized as "face accessories," Roblox has a record of removing dynamic heads that aren't dynamic. They do it very randomly.
This could have simply been a "double whammy," which caused the deletion to be expedited. Just trying to give some advice
