Lebanon's best-case scenario: 1/ A "potential" program with the IMF would allow Lebanon to get up to 245% of its IMF quota of $861M--or about $2.1B. Lebanon can request exceptional access, but this is unlikely given its weak governing institutions and poor reform track record.

#CurrencyBoards: 1. A currency board won't save the Lira, contra to what some people are claiming. Government debt is the problem. Simply put, a currency board run by an insolvent government will fail. The government will eventually grab the foreign reserves.

يبدو أن لبنان قد كُتب عليه أن يُفَوِّتَ الفرص، وكأنّ قدره أن يظلّ أسيرًا لدوامة الأزمات بدلًا من كسر قيود الماضي واحتضان التغيير. إلى متى؟

في وقت ينصبّ التركيز على توزيع الحقائب الوزارية، تبقى الحاجة الملحّة إلى وزارة متخصصة بإصلاح القطاع العام. الفساد المستشري، والتعيينات السياسية القائمة على المحسوبيات، كانا سببًا جوهريًا في انهيار مؤسسات الدولة وإضعاف أدائها. دول مثل سنغافورة ورواندا تجاوزت أزماتها بإعادة هيكلة إداراتها من خلال وزارات متخصصة، فرضت معايير شفافة في تعيين الكفاءات وقطعت الطريق على نفوذ المصالح السياسية. لبنان اليوم بحاجة إلى نهج مشابه يعيد بناء ثقة المواطن بمؤسساته ويضمن وضع الشخص المناسب في المكان المناسب، داخليًا وخارجيًا. إلى جانب إصلاح التعيينات، هناك ضرورة لإعادة تقييم البرامج الحكومية، خصوصًا تلك الممولة بالعملات الصعبة والتي تستنزف موارد الدولة لتغطية رواتب وخدمات خارج لبنان. هذه البرامج تحتاج إلى مراجعة صارمة لضمان توجيه الموارد إلى الأولويات الوطنية الحقيقية، بعيدًا عن النفوذ السياسي والطائفي. نأمل أن تتبنى الحكومة الجديدة هذه الخطوة الجذرية كجزء أساسي من خطتها الإصلاحية، لأن مستقبل لبنان يعتمد على قدرتنا على تجاوز المحسوبيات وبناء مؤسسات قائمة على الكفاءة والنزاهة.

The IMF's latest World Economic Outlook (OCT 2021) was just released. #Lebanon and #Afghanistan are the only two countries with projections omitted due to lack of clarity on what the future holds for these two.

One thing you learn rather quickly when working at the IMF is that no one is ever happy to see you. What’s happening in Lebanon today, with almost everyone calling for the IMF to step in, is a historical testament to how horrific and hideous the situation is.

Estonia becomes the first country in the world led by women: both the president and the PM. Sadly, in #Lebanon, women beat men in education but lose out at work [women make up 55% of university students, but only 8% of legislators]. This must change for the nation to thrive.

موعدنا في ٣٠ حزيران في مؤتمر دولي في واشنطن حول وضع لبنان الإقتصادي لعرض استراتيجية كاملة للنهوض بالقطاعات الإقتصادية ضمن ورشة عمل بدأت من ٦ أشهر و تضمنت أكثر من ٦٠ شخصية إقتصادية من صندوق النقد، البنك الدولي، هارفارد، الإتحاد الأوروبي، بالإضافة إلى المجتمع المدني والقطاع الخاص.

في وقت يواجه فيه لبنان واحدة من أسوأ الأزمات المالية والاقتصادية في تاريخه، لا تزال الأولويات مقلوبة، إذ تنشغل النقاشات حول توزيع الحقائب الوزارية، وخصوصًا وزارة المالية، بينما يبقى الغموض يلفّ الرؤية الاقتصادية التي ستحدد مصير البلاد في السنوات المقبلة، خاصة بعد تفاقم الأزمة المالية نتيجة الحرب الأخيرة. على الرغم من كثرة الأخبار المتداولة، اختار العديد من اللبنانيين، في الداخل والخارج، التريث وعدم التعليق، أملاً في أن يمنحوا الرئيس المكلّف الفرصة لوضع تصور لحكومة قد تكون الأهم منذ عقود، حكومة يُفترض أن تواجه تحديات مصيرية ستحدد مستقبل البلد. لكن في ظل كل هذا الغموض، فإن ما ينتظره اللبنانيون ليس فقط أسماء الوزراء، بل فهمًا واضحًا حتى ولو بشكل مبدئي حول التوجه الاقتصادي للحكومة المقبلة، كيف ستتم مواجهة الانهيار، ما هو المسار المقترح لاستعادة أموال المودعين، وكيف سيتم التعامل مع الالتزامات الدولية، خاصة مع التغيرات السريعة في المنطقة والعالم. نحن اليوم أمام لحظة حاسمة ستحدد مصير لبنان الاقتصادي والاجتماعي. الإصلاح الاقتصادي الحقيقي لا يمكن أن يتحقق دون إصلاح سياسي يفتح الباب أمام محاسبة صارمة لكل من ساهم في إفلاس الدولة. الحل لا يكمن في "برنامج سحري" مع صندوق النقد أو في قائمة تضم 20 مقترحًا اقتصاديًا بلا آليات تنفيذية حقيقية. لا يمكن تجاهل حقيقة أن هناك طروحات اقتصادية يجري الترويج لها، ترتكز على مقاربات غير واقعية تحمل المودعين العبء الأكبر بدلاً من محاسبة المسؤولين عن الهدر والسرقة، وتعتمد بشكل شبه حصري على اتفاق مع صندوق النقد الدولي وكأنه العصا السحرية القادرة على إنقاذ لبنان، في حين أنها تتجاهل العوامل الجيوسياسية والداخلية التي تُعيق أي تنفيذ جدي للإصلاحات. خلال السنوات الماضية، شاركت مع زملائي الدكتور محسن خان (المدير السابق لإدارة الشرق الأوسط وآسيا الوسطى في صندوق النقد الدولي) والدكتور هانج تران (الرئيس السابق لمؤسسة التمويل الدولية) في وضع دراسة شاملة حول كيفية نهوض لبنان بعد الأزمات التي دفعته إلى حافة الانهيار. اعتمدت الدراسة على مراجعة دقيقة للعديد من المقترحات التي قدّمتها شخصيات مصرفية و جمعيات من داخل وخارج لبنان. لكن اليوم، ومع تصاعد الحديث عن تأثير بعض الأفراد والجهات التي روجت خلال السنوات الماضية لمقاربات تدميرية، أصبح من الضروري أن نطالب بتوضيح رؤية الحكومة التي يتم تشكيلها قبل فوات الأوان. نتمنى على الرئيس المكلف أن يوضح للبنانيين رؤيته الاقتصادية بشكل صريح. لم يعد من المقبول أن يظل اللبنانيون في حالة من الترقب بينما البلاد تغرق أكثر في أزمتها. الوقت ينفد، والمراوغات لم تعد ممكنة. اللبنانيون لا يريدون فقط معرفة من سيتولى المناصب، بل يريدون رؤية واضحة وخطة اقتصادية مسؤولة تعيد لهم الحد الأدنى من الثقة بمستقبل بلدهم.

٤٠ بالمئة من صادرات لبنان في ٢٠١٩ و ٢٠٢٠ كانت ذهب و معظمها إلى سويسرا بمعدل يفوق ١٫١ مليار دولار.

على مدى السنوات الماضية، تعرّض الشعب اللبناني لأكبر خديعتين في تاريخه. الأولى كانت الوهم بأن “الليرة بخير”، بينما الحقيقة كانت أن الاقتصاد ينهار بصمت تحت وطأة الفساد والجشع، لتتبخر معها مدخرات الناس وأحلامهم. الثانية كانت الكذبة بأن “إسرائيل مردوعة”، بينما اليوم نشهد دماء أبنائنا تُسفك وبيوتنا تتهاوى. هاتان الخديعتان لم تجلبا سوى الخراب للبنان. اليوم، يعيش اللبنانيون كابوسًا لا نهاية له: لا كهرباء، لا ماء، لا غذاء، ولا دواء. وطن يُنهب، وشعب يُترك ليذوي ويموت ببطء، بينما السياسيون يمعنون في الكذب والخداع، غير مبالين بمعاناة الناس، وبلا أدنى خجل أو ضمير. لكن رغم كل ذلك، يبقى الشعب اللبناني صامدًا، متمسكًا بأمل النجاة والكرامة، مؤمنًا أن لبنان سيعود يومًا إلى الحياة، أقوى وأجمل.

#Lebanon's real economic recovery will only happen with the arrival of the #Internet. This will break the wall between us and the world, paving the path for Lebanon to become the #outsourcing hub of the region. Lebanon still sits at 156th out of 175 countries for internet speed.

Finally some good news...

1/ #Step1: BdL governor needs to go (something I have been hoping for since 2013). Given his incompetence, and the Lebanese total loss of faith in his ability to administer the economy, it seems highly unlikely that he will ever solve any problem.

#Lebanon needs a very tailored approach. Reforms require time to yield +ve results & a traditional program based on austerity measures may end up being counterproductive, undermining the whole reform agenda. @_HadleyGamble w/David Hale, Mohsin Khan, Hung Tran, and @MerissaKhurma

2/ #Step2: Lebanon needs to find a solution to runaway fiscal deficits. The key lies in the gov. budget. The ultimate source of hyperinflation is a large budget deficit being financed by BdL via printing money. Close the budget deficit and one can gradually end hyperinflation.

#Wheat, more than ever, is becoming a geopolitical issue. If Ukrainians don't plant in the next month, which is very unlikely, we are going to see global food shortages and skyrocketing food prices. This will have catastrophic effects worldwide, especially in the Middle East.

WHO estimates 50 million (2% of world’s population) were killed by Spanish flu in 1918. More people died in 24 wks than HIV killed in 24 yrs. In Iran, 22% of the population died. In such a crisis, public health infrastructure, not the law, is what stands between order and chaos.

When women thrive, all of society benefits, and succeeding generations are given a better start in life. I am honored to be joining the board of the International Foundation for Women’s Empowerment today as a board member and will be looking forward to support their mission.

The future of #work and the future of #money are the two topics that will shape the next decade.

2/2 Inflation is like a tiger and you have only one shot; if you don't get it with that one shot, it'll get you. You have a credibility that you have to achieve. If you don't act right away, inflation will keep roaring stronger. The longer you wait, the harder it will be.

4/ The best way to proceed is NOT via a full-fledged IMF program, but by establishing a Leb Financial Rehab Fund (LFRF) similar to the Hellenic Stability Fund set up during the Greek crisis. The LFRF would need to be funded by a combination of internal and external proceeds.

5. Those promoting the idea of a currency board are thinking of inflation as coming from money alone. Control money creation, you control inflation. Not really. You have to control all government debt to control inflation, sooner or later.
