Following a 24-12 vote in the Senate today that granted approval by the General Assembly, the Equality in Abortion Coverage Act has been signed into law. Sponsored by House Majority Whip @repkazarian and @bridget4ri, the EACA will provide insurance coverage for abortion care to individuals on Medicaid as well as state employees. The House, which passed its version of the bill April 27 on a 49-24 vote, gave the identical Senate version its approval today following the Senate vote. The legislation was submitted immediately to @GovDanMcKee, who signed it into law this evening. Said Whip Kazarian, “The Reproductive Privacy Act, which the General Assembly enacted in 2019, ensured that Rhode Islanders’ rights were protected under state law when the Supreme Court overturned Roe v. Wade last year. With passage of the Equality in Abortion Coverage Act today, we will complete that work, providing genuine equality and access for everyone in Rhode Island who needs reproductive health services. While the federal protections that stood for a half-century have been eradicated and reproductive rights remain under attack around the country, Rhode Island is moving forward in ensuring reproductive freedom for all, and I am deeply grateful to our colleagues and the many supporters who have worked tirelessly to get us here.” The legislation eliminates sections of law that expressly prohibit the state’s Medicaid programs and all health insurance provided to state employees from covering any abortion, except in cases of rape or incest or when completion of the pregnancy would be life-threatening. Those prohibitions, up to now, have left Medicaid enrollees and state employees to pay the full cost of abortion procedures out of pocket. Roughly one-quarter of Rhode Islanders are covered by Medicaid, and another 30,000 are covered by state employee plans. Since Medicaid is for individuals who have low incomes or are disabled, supporters have argued that the ban is discriminatory and forces struggling people to have to choose between getting the procedure and food, rent and other necessities. While the groups promoting these ideas may be vocal and are trying to cloak these bills in a veil of ‘individual freedom’ and ‘parental rights,’ we understand that most Rhode Islanders aren’t interested in becoming a state where we deny the basic rights of LGBTQ students, ban books and prohibit educators from teaching about the wrongs that have occurred in history. We are stronger when we support diversity and face the worst of our past. As Rhode Island celebrates Pride month, a new law sponsored by @RebeccaKislak will streamline the adoption process for children born through assisted reproduction. That will assist families who have had children through assisted reproduction and pursue adoption as a means to better protect the rights of the parent who is not biologically related to the child. The bill has significant impacts in protecting the rights of LGBTQ parents, many of whom have children through assisted reproduction. “Here in Rhode Island, we fortunately recognize and celebrate that families come in all shapes and are created so many ways. We made huge progress in legally recognizing that fact when we passed the Uniform Parentage Act, which positively affected the lives of so many families in our state,” said Representative Kislak, who experienced the adoption process with her own two sons and spouse. “This law is one additional step we need to take to fully protect families. It will make the process much easier, and give them peace of mind when they travel to another state where their rights aren’t as secure. It shouldn’t be an arduous process for people to adopt their own children, whom they have loved and parented since birth. At two schools in Cranston, the sound of nearby gunfire is so common some students say they don’t even notice it anymore. Legislation sponsored by @BrandonPotterRI to give these students and faculty some relief was heard in the House Judiciary committee Tuesday. “This bill is based on a simple premise, which is that I don’t believe that students should be listening to the sound of gunfire while they are in the classroom,” said Rep. Potter (D-Dist. 16, Cranston). “Students today face many challenges, but being distracted by gunfire while they are learning shouldn’t be one of them.” This legislation (2024-H 7051) would prohibit an outdoor gun range from being used for shooting firearms within a one mile circumference of any kindergarten through grade twelve school and its grounds and connected sports fields. Indoor gun ranges, which emit much less noise into their surrounding neighborhoods, would be exempt from this bill. “This is not an anti-gun bill and it is not an anti-shooting range bill,” said Rep. Potter. “I respect the right of people to safely learn how to operate their firearms. I realize that people enjoy shooting outside rather than inside. But I do not believe that we should be shooting outdoors in immediate proximity to schools while children are in the classroom. I’m sure there are reasonable alternatives we can find so that when children are going to school they are not listening to gunfire outside their windows.” Another concern for Rep. Potter is that the effect of regular gunfire limits the effectiveness of active shooter drills. “I hear from parents in Cranston who are concerned about if students will react to an active shooting situation when they are used to hearing gunfire all day,” said Rep. The General Assembly today passed legislation introduced by Rep. @JenStewartRI and Sen. Tiara T. Mack that would prohibit discrimination on the basis of race by expanding the definition to include traits historically associated with race, such as hair texture and protective hairstyles. The bill (2025-H 5841, 2025-S 0519) is one of 15 that have been identified by the Rhode Island Black, Latino, Indigenous, Asian American and Pacific Islander Caucus as legislative priorities. It is nationally known as the CROWN Act, which is an acronym meaning “Creating a Respectful and Open World for Natural Hair.” “While the Civil Rights Act of 1964 and our current statutes protect us against race-based discrimination, they do not explicitly protect against discrimination based on phenotypical markers that embody and convey race, such as hair texture and style,” said Representative Stewart (D-Dist. 59, Pawtucket). “This has created a loophole whereby employers and schools can effectively engage in race-based discrimination. This involves more than what is considered beautiful or aesthetically pleasing. Jack was autistic, and he and his family were strong advocates for those with autism. Founded in 2017, the Westerly Education Center is a public-private collaboration designed to bring together higher education, business, industry, and community partners to expand postsecondary attainment in degrees, certifications and industry-recognized credentials. Rep. Azzinaro helped to develop the unique public-private partnership when he convinced philanthropist Charles Royce to make an initial investment. The Rhode Island Holocaust and Genocide Education Commission (RIHGEC) kicked off the first annual RI Holocaust and Genocide Awareness Month at the RI State Library today. @repkazarian and @JBoylan4RI shared personal stories of how genocide has impacted their lives: all eight of Whip Kazarian's great-grandparents were forced to flee the Armenian genocide and lost many members of their families. A dear family friend of Rep. Boylan, the late Helen Sperling, was a survivor of the Buchenwald concentration camp who made it her mission to educate others about the atrocities of the Holocaust. The RIHGEC was established in 2021 to support school districts with development of curricula and professional development to enable the incorporation of genocide-related topics into their program of studies. Speaker @JoeShekarchi and @GovDanMcKee today joined @CCRINews Interim President Dr. Rosemary Costigan, Revolution Wind's joint-venture partners Ørsted and Eversource, along with Rhode Island state agencies and labor organizations, for a “topping-off” ceremony of the state’s first offshore wind safety training center at the CCRI Flanagan Campus in Lincoln. Supported by a $1 million grant from Ørsted and Eversource, this new center is a partnership between CCRI, the @RI_DLT, @CommerceRI, @ri_trades, and @goapprenticeRI, and it will serve as the state's first Global Wind Organization (GWO) training certificate program – the international standard for offshore wind safety training. Workers enrolled in the program will receive training in first aid, manual handling, fire awareness, working at heights, and sea survival. The topping-off ceremony is an important milestone to signal completion of the construction phase of this project. The center is slated to open to its first class of trainees in spring 2024. The GWO program will be available to all workers seeking a GWO training certificate, which provides them with the specialized safety credentials required for working offshore. The course takes 44 hours to complete, and certification is valid for two years. GWO training is a critical component in ensuring safe working conditions and practices in the industry. Upon completion of the course, graduates will obtain the practical skills needed to perform their job safely and be prepared for the rigors of offshore work. “Rhode Island is leading the nation when it comes to environmental initiatives, with the passage of the Act on Climate and our state’s ambitious commitment to 100% renewable electricity by 2033,” said Speaker Shekarchi. “As we transition to clean energy, new jobs are being created in the blue and green economies. During this evening's House session, members recognized longtime staffer Regina "Gina" Moura, who has retired after 37 years of service to the General Assembly. Gina began her career serving as a page for the Rhode Island General Assembly. Over the next 37 plus years, she served in any needed capacity, working as a proofer, in the internship department, and in various clerical positions. For the last thirteen years, Gina has been a member of the House Constituent Services Office, serving as a Constituent Liaison where she has worked tirelessly to answer questions and solve the problems of House members' constituents. Gina's father, the late Rep. George Castro, was a former member of the Rhode Island General Assembly. Her mother Avis attended session, along with other members of Gina's family, including her husband Paul, who is a former State Representative and Senator, and their children Paul and Nina.
