cEDH isn't about any specific card. cEDH is about playing the best cards in the EDH pool. That's why you can't separate it
People playing a tier 1 Modern deck aren't playing a different format than people playing a tier 3 deck
cEDH is when you cast Dockside Extortionist! Thats why cEDH only existed after that precon got printed
