What’s Behind the Story of Department of Defense Audit Failures? 📷 In 2024, the Department of Defense failed its seventh consecutive audit. That audit is done by the DOD’s Office of Inspector General and an independent accounting firm that examines the department’s $4.1 trillion in assets and $4.3 liabilities. CONGRESSIONAL AUDIT MANDATE Congress has mandated that the DOD achieve an unmodified audit by fiscal year 2028. This was affirmed by Secretary of Defense Pete Hegseth in a recent statement about the goal to achieve a department-wide clean audit in four years. Though the Department has made improvements every year, the question is - can the Department accelerate the pace of improvement enough to meet that goal? FISCAL YEAR 2024 AUDIT PLUS and MINUS In fiscal year 2024, the overall DOD audit involved 28 different reporting entities that underwent their own stand-alone financial audits. If – as expected – 11 audits come back clean that will represent one more than in 2023. Secy Defense Hegseth has made several public statements congratulating the Marine Corps for its successful audit this year. 1500 CHECKBOOKS A challenge is reconciling the 1500 “checkbooks” maintained by the department. Those accounts hold $850 billion in cash. The need is to reconcile the DOD accounts with what the Treasury Department believes is in those accounts. Eight DOD entities did successfully balanced their checkbooks in this audit meaning they were able to account for their dollars. The remaining entities though received failing audit grades as auditors were not able to determine if the financial statements were accurate. FINANCIAL MANAGEMENT SYSTEMS The GAO (Gov’t Accounting Office) has assessed DOD financial management systems as posing a high risk of fraud, waste, abuse, and mismanagement. A critical part of improvement is the implementation of a department wide financial management systems modernization. Modernization was also recently mentioned by Secy Hegseth as a critical department goal. The cost of the 2024 DOD audit was approximately $178 million.
