The're genuinely equal in most every way besides stats, though they're equal in speed. Like actually dead even.
And even then I think there's a good chance of Simon just bullshitting through Kyles better stats like Spawn
Okay, let's just break this down real fast:
Speed: Deku at best gets around Relatavistic - SoL based off Shigaraki catching a beam of light, while Mark should be Millions of times faster than Light by scaling to Omni-Man flying to the Virgo Supercluster.

Experience & Skill: Deku has fought in a war against the most powerful villains in Japan, and trained under pro-heros. Mark fought on par warriors who trained for hundreds, even thousands of years.
You could make an argument for either, personally I'd say it's a tie.
Abilities & Arsenal: Mark doesn't exactly have much in either, but his Smart-Atoms adapt and regenerate much faster than a normal human, allowing him to keep fighting.
Deku does have unique powers and abilities, along with Gearshift to increase speed.
Point 1 for Deku.

Power (Pt. 3): The Sun Disk is an incredibly controversial part of Invincible scaling, but if included, recently got recalculated to around 22.2 Rottatons of TNT, Dwarf Star levels of Power.
Either way, Point 2 for Mark.
Power (Pt. 1): Deku, at his peak, destroyed an Island with Faux 100%, and more importantly, shifted the weather across the entire Globe in one punch.
This has been calculated to require ~42 Pettatons of TNT, which puts him fairly at Multi-Continental levels of power.
Power (Pt. 2): Mark can create massive craters on the moon, seemingly able to destroy an asteroid the size of Texas, and played a major part in the destruction of the planet Viltrum.
