Maryland House Majority Leader | From MoCo's Greater Silver Spring & Takoma Park area. By Authority: Friends of David Moon. Treasurer: Nathaniel Giddings.
I'm introducing legislation to redraw Maryland congressional districts if any other state cheats & draws new maps outside of the census period. Seems Trump has convinced Texas, Missouri & others, and FWIW TX did it years ago & got away with it because nobody responded. #mdga26
MARYLAND: Marijuana legalization is up for a vote on Tuesday, November 8. Vote "FOR" Question 4 to legalize cannabis use for adults 21+ starting July 2023.
Summary of additional ballot questions here: elections.maryland.gov/elect…
BOOM: The House of Delegates just PASSED the Dignity Not Detention Act, my bill to ban ICE detention centers in Maryland.
Maryland should no longer be complicit in ICE’s depravity. No one should profit from human misery.
On to the Senate!
BIG NEWS - I'm honored to announce @SpeakerAJones has tapped me to serve as House Majority Leader! When I ran a decade ago, I wouldn't have predicted being asked to help forge consensus among one of the largest Democratic majorities in modern history. I'm humbled to serve 🙏
This is a first. A grammy award winner is hyping one of my bills (HB 647)! Fiona Apple is asking Maryland to pass legislation to keep Zoom access to view court proceedings, fast as you can 👇
Fiona Apple is on fire right now. Asking you to join her in the fight for public virtual access to court in Maryland. Injustice happens in empty courtrooms. Explains how to call now & urge lawmakers to pass the law. Also this video is just the best. Watch:
MARYLAND: A referendum on abortion rights is on our state's presidential ballot this November.
A vote "FOR" Question 1 puts an individual's right to reproductive freedom in the Maryland constitution. 👇
Really glad we banned life without parole for children in Maryland. Our vote to override @GovLarryHogan's veto came just in time, only 12 days ahead of a new Supreme Court decision deciding the opposite 👇
In a 6-3 decision, the Supreme Court rejected previous restrictions on sentencing juveniles to life in prison without parole.
Justice Sonia Sotomayor wrote in a withering dissent that the court's decision was "an abrupt break from precedent." trib.al/pavOgEP
The Maryland House just voted to create a paid family leave fund to provide 12 weeks paid leave for workers whose employers don't provide it. This'll help residents taking care of newborns or sick family. Very proud to vote yes! 💪
Finally. Marijuana legalization will be voted on in the Maryland House! The bills we just voted out of Judiciary would create a referendum to legalize 1.5 oz & 2 plants and automatically expunge possession. Not perfect, but a good start to unwinding failed "drug war" laws.
Maryland installed temporary bike lanes on University Ave between Wheaton & Sligo Creek Parkway. They're counting how many use them through Fall before they're removed. I taped my ride to show how much safer it is with the bike lanes. We need more!
Maryland cannabis legalization is winning 65% to 35% statewide so far & voters "for" marijuana legalization are currently a majority in every county. Congrats 👏 👏 👏
So much heartbreak, but sending all my love @jamie_raskin, Sarah, Hannah, & Tabitha. I watched Tommy grow over the years & bring light to others. He'll be sorely missed 💔
The Maryland House voted 101-24 to stop jailing people for debt under $5000 in small claims court. I introduced this with @Willcsmithjr after years of groundwork by @BrianFrosh. Currently, creditors can put a lien on your BODY & a MoCo woman was arrested over an HOA fee dispute.
My ticket in November is now clear:
👉 @KamalaHarris
👉 @AlsobrooksForMD
👉 @jamie_raskin
There's a lot at stake for MD with the Key Bridge, FBI HQ, WMATA & Red Line ... and of course, the world. Let's roll up our sleeves & get it done 💪.
Today, the Maryland Delegation to the Democratic National Convention met virtually and voted to unanimously endorse Vice President Kamala Harris for the 2024 Democratic nomination for President of the United States. Let's win this.

I introduced a bill to send Maryland's cases of wrongful conviction to the group that disciplines lawyers. Many of these cases have misconduct on the record (like hiding exonerating evidence), but prosecutors went wild opposing professional accountability in these cases 👇
“I would argue that in law and criminal justice, imprisoning innocent people is a catastrophe,” House Judiciary Committee Vice Chair David Moon (D-Montgomery) said Tuesday. “It's the professional equivalent of a doctor amputating the wrong leg.” marylandmatters.org/2022/02/…
He's back. Hogan vetoed bills today:
- expanded teacher pay & pre-K
- background checks for private long guns
- automatic shielding of old marijuana charges
- HBCU funding
- reentry services for incarcerated women
- ban on toxic pesticide
- and many more

I'm thrilled to report the Maryland House voted unanimously to overturn MoCo's rule that housing built at Metro & Purple Line stops must dig parking for every bedroom. I introduced this bill with @mkorman@DelegateStewart@ggwash@betterDCregion @actfortransit @sierraclubmd ✌️
I've been thinking about @aaronsw lately, as I process things & am sad to not be able to collaborate with him. But his spark is still running through my work & I spontaneously told his story to youth activists on a panel this summer. We fight on ❤
Made a last minute call to see Rage Against the Machine & Run the Jewels tonight in DC. Was not expecting to congratulate Maryland's next Lieutenant Governor @arunamiller in person. #MDpolitics x @RATMofficial
Today the Maryland House voted 97-40 to eliminate the 4 year prison penalty for syringe possession (the drugs are still 1 year). Glad we got some GOP votes this year, even after Hogan vetoed last year's bill from @jillpcarter. We're trying to facilitate clean needles!
Hogan is going out like a punk. Our "moderate" governor's office called to say he's vetoing a bill to end debtors prisons in Maryland! I introduced HB 349 with @Willcsmithjr & @BrianFrosh to END creditors putting liens on people's BODIES to have them arrested for debts under $5K!
Shout out to the hard work of grassroots organizers who successfully led a wave of marijuana legalization, expungement, & drug decriminalization efforts last night.
I was proud to defend a bill from @nwilliams23 to ban Maryland police having sex with suspects during investigations. But I naively didn't expect wild GOP resistance to HB411. Check the video at piped.video/coprhnPv5Fc?t=454#MDpolitics#MDGA21
I introduced a bill with @mkorman & @DelegateStewart to end Montgomery County's requirement that houses built within .25 miles of a Metro or Purple Line station must have parking spots: montgomerycountydelegation.c…
The Maryland House passed a bill 121-10-1 to repeal the crime of "unnatural or perverted sexual practice." This includes oral sex & carries up to 10 years prison.
I introduced this bill with @ClarenceLamMD after gay Marylanders were recently arrested & charged with this.
Two of my bills that @GovLarryHogan vetoed passed the Maryland House again. I'm hopeful @GovWesMoore doesn't want to give residents four years in prison for syringe possession or have them arrested for small debts (yes that's what these bills repeal). 👇
I just voted YES to override Governor Hogan's vetos of bills to: 1) increase access to reproductive care, 2) expand MARC commuter rail service, 3) allow public defenders to form a union, and 4) provide due process to shield health officers from politically motivated firing.
The Maryland House just voted to cut carbon emissions 60% by 2030 & zero out by 2045. We gave final approval after fighting off dozens of GOP amendments. 🌎 🙏
3 of my bills passed the #Maryland House last week:
- HB77 eliminates the crime of attempted suicide
- HB138 requires police to disclose military equipment they acquire
- HB76 ends jail as a penalty for possession of a suspended drivers license
#MDpolitics#MDGA19
Is anybody else annoyed by Old Bay seasoning? I wish people would stop suggesting that it is quintessential MD. I'm just saying I was a full grown man before I had heard of Old Bay seasoning! So there, I've said it. 🤣 #IStandWithMuriel#MumboSauce#Mumbo#DC#MDPolitics
I voted YES to let victims of child sex abuse sue institutions for past wrongs. We just repealed Maryland's statute of limitations to give folks a chance for justice 👊
Democratic Precinct Captains in Montgomery County Maryland just voted 52 to 5 to recommend that the county party (@mcdcc) endorse a vote "FOR" Question 4 (cannabis legalization). I was happy to make the case & answer questions tonight ✌️
Seeing this today triggered some reflection on my unexpected journey. I'm grateful to have a job that lets me to help people at scale & solve problems where I grew up. Thank you. 🙏
Another first. A Golden Globe winner supporting my bill HB 647! Apparently @jamieleecurtis joins Fiona Apple in wanting courts to let the public watch public proceedings via Zoom. The Maryland House Judiciary Committee got a voicemail 👇
This is a first. A grammy award winner is hyping one of my bills (HB 647)! Fiona Apple is asking Maryland to pass legislation to keep Zoom access to view court proceedings, fast as you can 👇
The House passed my bill to double jury duty pay in Maryland from $15 to $30 a day (same as DC & VA). It hasn't been increased since 2006 (psst: I hope the Senate ups the amount on @jillpcarter's version!)
BTW: This is the shortest bill I've ever written: a full 3 characters.
Pro-life? Friendly reminder that EVERY SINGLE Republican in Maryland's House of Delegates voted AGAINST 2-weeks paid leave for parents of newborns & AGAINST health care for pregnant immigrants in March (just 2 months ago).
Receipts:
Q: How do police actually spend their time?
A: From #Maryland to #NewOrleans only 4% of police time is for violent crimes like murder.
Most calls are noncriminal, yet armed govt agents are our go-to first responders 24/7. NYT has the receipts: nytimes.com/2020/06/19/upsho…
Today I was sworn in for a 3rd term in Maryland's House. But this time hits different!
I've never served with a Dem Governor before, so here's to fewer of my bills vetoed! "Jokes" aside, I'm honored to serve under the history-making leadership of @iamwesmoore & @SpeakerAJones ✌️
Friends, @SpeakerAJones has tapped me to be Vice Chair of the Judiciary Committee! I'm pumped she's giving me a chance to step up: "Delegate Moon has been a champion for social justice & force for change..." said Jones. “He will hit the ground running...” marylandmatters.org/blog/jon…
When @VAtterbeary & I were appointed to lead the Judiciary Committee, we met for dinner. We shared personal stories & discussed our policy goals. We established a true partnership. I loved the opportunity to continue that tradition last night w/ my new Vice Chair, @DavidMoon2014!
I'm hopeful we'll pass police reform in Maryland. Speaker Jones appointed me to a group to help write bills on use of force, bodycams etc.
But we'll need folks to maintain energy for a fight that'll take place months from now. Mark your calendars 👊marylandmatters.org/2020/05/…
We rallied last night to urge Hogan to pause evictions & allow relief funds to reach landlords and tenants. Maryland has been given enough cash to cover past due rent & announced a $2.5 billion surplus, while legal help for tenants is unfunded. I'm ready to vote to overrule this!
The new Silver Spring aquatic center opens tomorrow! I joined a very excited community for the ribbon cutting this morning. Pics of the swimming pool below. It's at 1319 Apple Ave near the Metro.
Today I joined dozens of Maryland Delegates & Senators to once again fight a fracked gas pipeline seeking to carry gas under MD between WV & PA. @GovLarryHogan previously joined us in opposition, so we're asking him to step up while the "Potomac Pipeline" gets revived in court 👇
In Maryland possessing drug paraphernalia carries up to 4 years prison. That's more than you get for threatening the life of a prosecutor (3 years).
We passed SB420 to decriminalize clean syringe programs, but @GovLarryHogan vetoed it. The deadline to override is December.
I recently described my frustration trying to end 4 year prison terms for syringe possession in Maryland: "'I’m on year 9 doing this crap,' said Moon. 'People die & we fail to reduce disease transmission.'" But we passed my bill again & I'm hopeful it won't get vetoed this time.
Maryland has been taking small steps to decriminalize possession of syringes and life-saving fentanyl test strips — but huge hurdles remain to harm reduction against overdoses, @alex_burness found.
“I’m on year nine doing this crap,” said one lawmaker: boltsmag.org/maryland-harm-r…
FAMILY VALUES: Yesterday @GovLarryHogan vetoed legislation to provide paid family leave for Maryland workers who don't have it. Today we voted 94-44 to overrule him!
I voted YES to override the veto & give residents 12 weeks to care for sick family & 24 for new children 👇
WE DID IT! - With early vote & election day results counted, I was re-elected with 12,849 votes. Thanks to #SilverSpring & #TakomaPark voters for giving me more votes than ANY other candidate for Delegate in #Maryland this year & a new record for District 20! 😯 #MDpolitics
I introduced a bill to end Maryland's 20 YEAR mandatory minimum prison sentence for unlicensed marijuana sales (yes that's still a thing for high-volume dealers, even after legalization). More on HB 135: mgaleg.maryland.gov/mgawebsi…

After a one year trial run, which laughably resulted in less arrests (of course), Baltimore’s top prosecutor (who also is under federal investigation) announced formal action to no longer prosecute drug possession crimes, prostitution, and trespassing because prosecuting those...
Congratulations to whoever is nominated in District 18 tonight & no blame on the Central Committee for carrying out this awkward task. But this situation is a fecal waterfall. That is all.
The Washington Post explains why Fiona Apple & Jamie Lee Curtis called about my bill HB647: "Apple, who lives in California, began court-watching Prince George’s to support a lawsuit filed by incarcerated people trying to improve conditions at county jail during coronavirus" 👇
Fiona Apple and Jamie Lee Curtis are among those lobbying for Md to make virtual access to court hearings, which took took root during the pandemic, permanent. (Via @kemettler) washingtonpost.com/dc-md-va/…
Today is the last day of Maryland's legislative session, so I thought I'd "bike to work." But there don't appear to be bike racks at the capitol grounds & the rack in the garage is down two ramps underground 🤔
The Maryland Dept. of Public Safety and Correctional Services confirmed four more deaths of prisoners due to COVID-19. Three inmates died from the virus in February and one of them died in March. All were incarcerated in either Hagerstown and Cumberland facilities.
The 6 women running for MoCo Council talked about their journies in Long Branch today & I'm very impressed with the skills & experiences they'll bring as the new majority. Keep tabs on: @NataliFGonzalez @MarilynBalcombe@KristinMink_@VoteKateStewart @LaurieASayles @PennDawn96
It's been months since we've sat together. Last night we finally swapped notes on what happened (or didn't) in Maryland's legislative session. As a group, D20 had solid wins & frustrating losses -- but overall many lessons learned. You'll see us soon.
The Office of @RepAndyHarrisMD pressed felony charges against a student who livestreamed a protest. I introduced HB 272 to drop this to a misdemeanor. Watch me explain at a recent bill hearing: piped.video/watch?v=Dkddg7mF…
HINT: In MD a felony can ban you from cutting hair. #MDGA22
Glad to see @GovWesMoore highlight the low supply & high cost of housing and child care in his State of the State address. I'm hoping we make real progress in Maryland this year 🤝 postregister.com/news/nation…
Life is strange. I got to "open" for @Ludacris & @ActionBronson this weekend at RFK. 😂
I must admit, trying to talk policy at a hip hop & cannabis festival on 4/20 made me more nervous than all my other speaking gigs!
I'm in Annapolis next week for a special session. On my to-do list: Overrule @LarryHogan & end harsh 4-year prison terms for syringes in Maryland: "the heroin could get you up to 1 year & the syringe - whether there’s heroin in it or not - could get you up to 4 years,' Moon said"
Maryland has gradually taken steps away from the "war on drugs," but many supplies of people who use drugs remain illegal. A bill that would change that will be considered again by lawmakers after it was vetoed by the governor.

Maryland's legislature has now convened for a special session. We're doing redistricting & will hopefully override Hogan vetoes on bills to close for-profit ICE jails, protect small businesses, end harsh "drug war" penalties & ensure basic transit funding baltimoresun.com/opinion/edi…
.@RepAndyHarrisMD we have found ways in the past to see common ground through our differences. However, there is only one way to view your complicity w/ treasonous insurrection against our govt: you must resign immediately — or I will consider retiring you myself in 2022.
Trump control of ICE has come 'n gone & Maryland still hasn't passed key bills to protect immigrants. I've made a list of reforms my colleagues are pushing to stop local resources from going to federal family separation - no matter who's in the White House 👇 #MDGA21#MDpolitics

THANK YOU - With 51% of votes counted, the Washington Post has called the race for me & the District 20 Team! It's humbling that voters passed the baton to defend democracy from Raskin & Mizeur to us. We're ready, but do NOT take Dan Cox for granted: facebook.com/davidmoon0/vide…
We just voted to override Hogan's veto of the Blueprint for Maryland's Future 95-37. Roll call below. The bill boosts pre-K & education funding. #MDpolitics#MDGA21
